eBay offers no passkey option

Signed in using a Google Chrome Incognito and Firefox Private window on my desktop with identical results.
Signed in using a Google Chrome Incognito on my Google Android mobile device and the first option on the Sign in and security page was
Passkeys
Sign in across devices with your face, fingerprint, or PIN using a passkey stored in your password manager.
Since I was already speaking to eBay customer service due to them blocking my account as a result of this testing, I asked the representative if they knew about this situation concerning passkeys. They did not.
Choosing Turn on loaded a splash page
Simplify your sign-in
Depending on your device, you can sign in with your face, fingerprint, or PIN
Clicking (Continue) pops up a modal
Save passkey outside Incognito?
This passkey will be saved to your password manager.
Anyone with access to it will be able to use this passkey.

Trying again was unproductive.
Testing with Firefox Focus on Google Android resulted in a another telephone call to customer support to Verify it's you. Once unblocked again, the Sign in and security page makes no mention of passkeys.
I speculate that eBay is filtering based on user agent to offer passkeys only to folks who are using the ones which Google forces on Android accounts when they are using the browser which Google forces on Android devices which have not been configured to use the owner's preferred tools and choices. Of course you can try to remove those passkeys.
The second representative also did not know anything about this situation concerning passkeys.
