You should see a Save in 1Password button below the form fields. If you click on it, you can save the username first, and you will have the chance to update this Login item in the next step, after you have generated a password too:

On the password field, https://support.1password.com/save-fill-passwords/#sign-up-for-a-new-account-on-a-website too. In this case, you will see a different Use Suggested Password menu below the password field.
