Golden VDI Installation Options for All Users

I've seen several posts for VDI, Golden, MSI installations dating back 4 + years and all of them say "top of the list", etc. but I cannot find any installation MSI, nor any appropriate enterprise level installation processes. For example, we lock down (as any good IT would) the APPDATA installation option for users. We are in a multi-session Citrix environment for our clients and we need the ability to deploy the software to the OS level for all users.
