Welcome to the community! "Never fill on this website" is an autofill behavior that allows you to control when and where a login, that is already saved in 1Password, is suggested on a certain website. You can read more here: Change where a login is suggested and filled
If you're looking to hide 1Password on a page so that it doesn't offer to save a new login then you can do the following:
- Right-click on the webpage in question.
- Select 1Password - Password Manager > Hide on this page.

Well, I tried it. I do see that the dialog below the user name is no longer shown, but the dialog for Saving the login still pops up and I have to close it. Also, when I redisplay the web page, Hide on this page is no longer checked.

Never mind, I had to delete the 1Password entry that I added for the website with the "Never fill on this website" autofill behavior. Once I delete the website, it all worked great.
