I'm sorry to hear that you're experiencing issues with 1Password in your browser. It sounds like you may be clicking the 1Password icon within the fields of the page while it's locked. This will result in the message "Press the 1Password icon in your browser's toolbar to unlock" since the inline menu isn't accessible without the 1Password extension being unlocked. Can you confirm exactly what you're seeing once you click the 1Password icon in your browser's toolbar?
