How do you attach files on the 1password.com? I'm on windows in Firefox.

You seem to be correct. The is no possibility to add attachments or link to another item on 1Password.com. You have to use another app, like 1Password for Windows or the iOS app.
Hopefully such a feature is implemented in the future. I don't know ...
