How to access 1password if internet goes down and lost access to devices?
Is there a way i could save a backup to an external drive somewhere in a way that is encrypted, where i can plug that stick into anything machine and then access it?

Any device you have 1Password installed on has an off-line cache. When a connections is reestablished any changes would be synced. There is not any such method like you described that comes to mind.
