Hi, I had similar issue year ago, but different country.

Basically, in my case I cant use 1Password passkey to log in government service because its missing L1 certification.
Info about authenticator levels.
The Authenticator Certification Levels introduce Authenticator Security Requirements to the FIDO Certification Program. Authenticators must be certified to at least Authenticator Certification Level 1 (L1) for UAF, U2F, and FIDO2 certification.
So, for 1Password to get FIDO2 certification they need to get at least L1 level.
But last year they told me that L1 certification is not available to software authenticators.
I fint that strange, because I also read this on FIDO website:
Maybe 1Password can give us update if there is any change? Is 1Password able to get L1 level certification?
