Could you have the user create a http://support.google.com/chrome/answer/2364824 in Chrome, install only https://chrome.google.com/webstore/detail/1password-%E2%80%93-password-mana/aeblfdkhhhdcdjpifhhbdiojplfjncoa in it, and then test to see if there are any issues there?
