I can't turn on touch id on my MacBook

I can unlock my MacBook m1 pro with my fingerprint. I added another fingerprint in the MacBook settings. I am running 1Password for Mac 8.10.3 (81003012) The switch in 1P/settings/security/unlock...

I carefully followed each step, including step 1 where I completely shut down my MacBook, and step 4 where I turned everything off and the all back on.
The switch for Touch ID in 1P is still grayed out
