I'm happy to hear safe mode helped, but you may run in to this situation again in the future.
Safe mode disables other software such as antivirus or anti-malware that may be locking down the 1Password folder and preventing the installation or update. I would suggest looking at any security software you use and follow their support documentation to exclude the 1Password.exe
from scans. You can find the .exe
here: C:\Users\%username%\Appdata\Local\1Password\app\8
