Make Passport Reminders Universal

+1 To tadzik;s reply.

I want to say "default passport reminders to 6 months before expiration". If I don't change that default on a per entry level, then at 6 months before, shout at me. 

I don't mind if you come to my house and do it in person. May scale more with a digital solution though.
