Newbie: windows workflow
So, I turn on my PC and login to my windows account - presume 1pswd can't be used at this stage? I don't have a camera or a finger print reader on my desktop PC. Then, as I'm not seeing a windows app...

In regards to the workflow, 1Password does need to be unlocked after signing in to your Windows profile. This can be done either by opening your browser and signing in through 1Password extension or through the 1Password for Windows desktop application.

I also recommend checking out this guide: Save and fill passwords in your browser
You may also want to consider using Windows Hello to unlock 1Password on your Windows PC. This can reduce the number of times you'll be required to enter your account password.
