Possible Tags bug
I am not sure if this is a small bug or not.
When you add a file and then add a new tag if the cursor is still in the tag line and you tap save it will not save the tag.
work around
If you add a new tag and tap the empty note box to remove the cursor to a non area and then tap save it will then save the tag.
This is not a big deal now that I know what to do, but is it a bug or not?

The workaround you showed matches the instructions we give in our support article, Organize with favorites and tags:
To create a tag, open an item and tap Edit. Then scroll down and tap “Add tag”. Enter the name of a tag and tap Create Tag, or select a tag from the list above the keyboard.
You can add multiple tags or nest them using a forward slash (/). To remove a tag from an item, tap the tag and choose “Remove tag”.
When you’re finished, tap Return, then tap Save.

So, your point of tapping somewhere else to set the tag before tapping Save is correct. However, I can see how you would expect that entering a tag and immediately tapping Save should still do the same thing (like it would do with the contents of any other field), so I'll pass that feedback on to our Product team.
