I'm sorry for the confusion. As a convenience feature, to make signing into the 1Password apps across multiple Apple devices easier, if you've set up your device with an Apple ID and have iCloud Keychain enabled, then 1Password will store a copy of your Secret Key in iCloud Keychain so that you don't have to type in again when you reinstall the 1Password app on your Apple devices.
iCloud Keychain is distinct from Apple Passwords.
The new update will clean up deleted 1Password accounts from the iCloud Keychain when you attempt to add or unlock a deleted 1Password account in the 1Password app. I can see how the phrasing of the release note could be improved and I've shared that feedback with our team internally.

Thanks for the clarification. You gave me a little scare there. I've seen convenience features added create major security problems before. I was assuming (hoping) that wasn't the case here.

I'm sorry for the scare! There weren't any security issues here. The update just allows the 1Password app to ensure that it no longer suggests any old 1Password accounts that you've used in the past, that you've since deleted, when you sign into the 1Password app on one of your Apple devices.
