Sorry for the delay and the continued troubles.
Have you noticed this Windows Hello security appearing as result of any specific activity in 1Password, while you are already signed in? It sounds like you are not using Windows Hello to sign into the device, but into 1Password. Could you please confirm in an email message addressed to support+forum@1password.com

I'd also like to ask you to create a diagnostics report from your Windows PC, so we can take a look at the logs to what might be happening here:
