TPM For Windows Hello After Restart function fails after shutdown.

This function shuts down and then the opportunity fails, but there will be no problem if you click restart.

1Password Version: 1Password for Windows 8.7.0
Extension Version: Not Provided
OS Version: windows 11

    Correct, this bug has an unsure, or this bug is occasional. I have encountered it in two processes that are restarted and turned on. I can use Winhello and I can't use WinHello.
