Unlock w/ Apple Watch broken

Having sporadic issues with Apple Watch unlocking desktop. It mostly doesn't work. When I attempt to unlock 1P from browser extension... I see the Apple Watch dialog flash and then disappear...

I have some more information here. I have Wifi sharing turned on. When I turn it off it starts working again.

I recall seeing a message when I attempt to login to the system that says unlocking w/ Apple Watch is disabled while Internet Sharing is turned on. You should display something similar.
