CLI allows to duplicate tags

When adding a TAG to a item, CLI should verify first if the item already have that tag, it not, then add it

1password app doesn't allow to add the same that, so CLI also shouldn't.

    Hey fernandog , thanks for sharing this. I can reproduce this on my end as well - I would've expected that it wouldn't duplicate the tag either. We've raised this to the Development team to get things patched up. Thanks again for bringing it to our attention! 😄
