We do have this in our internal tracker. We cannot make any promises related to when will this get on our short roadmap, but we'll make sure to keep the thread updated, when the case will be :)
In the meantime, can you tell us more about your use-case, and the environment where you'd benefit from running the CLI offline?

One use case would be to store Wi-Fi passwords/keys and use them to automatically connect to Wi-Fi network. Now it is not possible without using some built-in internal secret manager like KWallet + GnuPG on Linux with KDE as Desktop Environment. If op cli would work offline, then it could be used to unlock KWallet and/or GnuPG in offline mode (no Wi-Fi) and used to provide password/key to Wi-Fi in the same time. Possible also to decrypt disks when online network systemd target is not available.
Missing offline mode for op cli it is limiting 1passsword a lot, enforcing users to use other secret manager utilities that can work offline to bypass this 1password limitation.
