Please Make Admin "Complete Account Recovery" Optional, or add it to CLI.

Within large organizations, there is way too much overhead involved in completing an account recovery for a 1Password User. I have developed a way using the CLI to speed up starting an account recovery for a user, but now completing the account recovery has become a huge bottleneck for my team. Please make this optional, or provide functionality within the CLI to handle this.
