Shell Plugins in headless mode

I'm having the exact same issue referenced here: Use op on headless system with glab? | 1Password Community

I know that the 1Password Connect server is the "official" way to do this, but can someone explain why shell plugins require this?  If I can do "op read ..." and get my gitlab token in a headless environment, why can't I run the shell plugin?
