"1Password can't verify that 1Password should have access…" keep seeing this error message

Hey there @jackbrannen

You'll see this if the website field in the item doesn't match the website you're visiting, or the item doesn't have a website added at all.

In this case, if you're happy that you're on the appropriate website, you can click Fill & Update Login to add that website to the item. Then, you won't see the warning any more because it'll match.
