Accessibility – two ways of getting to Preferences changes behavior

You know how you can get to Preferences two ways, either through using the keystroke command-, or selecting from the menu bar? Well, if you invoke using the keystroke command-, VoiceOver correctly reads out the tabs General, Security, Privacy, Browser, Advanced, and About.

But if you use the menu bar to get to Preferences, it reads out each tab once, except for Browser which it reads out twice!

This makes me a little worried that Preferences might be copied code, and one copy has a slight error in it.
