I'm sorry that you're running into an issue filling your credit card information. It sounds like the NCR Pay form has some sort of detection built into it to require actual typing rather than filling.

Just to confirm: are you using 1Password for Safari to fill the credit by tapping on a suggestion that looks like this:

Or are you tapping on a credit card suggestion that appears above your keyboard? I look forward to hearing from you.
