Can’t migrate to new 1Password Vault

iPhone 8Plus. IOS14.8. I added the “existing account.” Then filled in secret key and master password. Turned off all ad blockers. Tried to scan QR code 5 times, but was given less than 5 seconds and ...

I added the new account, filled in all Secret Key information and typed in my Master Password I did NOT get the button, choice to Migrate my data. Instead, I got the choice to Change Your Password or Sign Out.
