Cannot get it to autofill for the Vanguard App

it looks like Vanguard hasn't implemented Associated Domains support so there isn't going to be any way to have it automatically show the right entry. They would need to update their app as well as deploying an appropriate .well-known/apple-app-site-associations file in order for Apple's AutoFill machinery to be able to give 1Password the context about the application you're filling in. Without that 1Password doesn't know anything about the fill context.
