Cannot Unlock Touch ID

Settings / Security / Unlock Touch ID . . . the check box is grayed out. I have seen other posts about this issue and have tried the suggested fixes without success. Welcoming any advice. ...

I should note that we have two macOS user accounts on our MacBook Air M2. My account does not have Admin rights. The other account does have Admin rights and Touch ID works for this account.
