Documents can not be shared

Starting yesterday I can not share items that include files or documents. When I try to get a link to share the item I get an error like the one in the screenshot (Documents can't be shared. To share a Document, you'll need to use a shared vault.

Notice that my goal is to be able to share this document with people outside my team so using a shared vault as suggested is not an option. 

Sharing documents worked just fine up until yesterday when I started seeing this error. 

I'm using a Business plan and I have confirmed document and attachment sharing is allowed in our policies.

    To help us further look into this, I'd like to ask that you reproduce the behaviour then create and share a 1Password diagnostics report from your device:

    Send a diagnostics report

    Attach the diagnostics to an email message addressed to support@1password.com. With your email please include:
