For 1P in the browser for DOCUMENTS there is no PREVIEW but rather one must DOWNLOAD?

You're right, there is currently no way to preview a document when using 1Password in your browser. I can see how useful adding this functionality would be so I have put in a request with our product team for consideration in future updates.
