To clarify, are you referring to creating an entirely new category, in the vein of Logins / Secure Notes / Passwords?

There isn't any way of creating a new top level category. If you'd like to store app-specific passwords, tagging them with App-Specific Passwords and storing them in the Passwords category would be your best bet.
