To change your profile picture for your 1Password account, sign in to your 1Password account here, then choose "Edit Details", then click the dropdown arrow on the profile picture to pick a different one or upload your own: https://start.1password.com/profile

If you're using 1Password with others (like 1Password Families, Teams, or Business), it's also possible to change the account icon here: https://start.1password.com/settings/account
