how to default to one vault over another?

I have two vaults--personal and work. The majority of the time, I want to fill in passwords from my personal vault. For some sites (like PayPal), I have both a personal login and a work login. How do...

On the desktop app, use https://support.1password.com/collections/ to create two different collections, each containing just the vaults you want to use.

The browser extension does not yet support Collections, so you can only enable / disable vaults in its settings.
