Thanks for your message and sorry for the issues you've encountered with this noted webpage. We currently have a issue filed for websites and customers who are running into these types of situations.
I've done testing with this website and found that saving a new login will save the PIN as the password, but in a suggestion similar to the above, the actual password can be manually saved by editing the item in the app and selecting + add more > Password and entering the password to that new field:

Next, from that Login item in the 1Password 8 app, you can open the More options menu (⋮) at the top right of the item detail window and select the Open Item in a New Window option to drag and drop this added password field from this smaller, new window. Ctrl + O will also open this new window.
I've provide a quick demonstration below where I've filled the UserID and PIN with 1Password in the browser. Then, the manually added password becomes the second password and can dragged and dropped to the password field on the page, from the new 1Password item window:
I understand that this workaround is not ideal, but my hope is that by getting the details of this specific website to the team, they will be able to look into ways to help make this process better. We appreciate you reporting this!
