"Import directly from LastPass" pg says install desktop app, choose File > Import, no file menu
I want to import LastPass data into 1Password.
This https://support.1password.com/import-lastpass/ page says to export a csv file and import it through the web site.
In the process of doing that...

That's correct, in that LastPass does not export attachments (so it would be a bit difficult for 1Password to import what doesn't exist).
The two LastPass import methods are fundamentally different, so there would be no way to compare them as you're describing.
The native LastPass importer does not use any form of CSV - it uses the LastPass API and retrieves all of the data directly from LastPass. You have no ability here to specify a subset of the data.
A LastPass export is CSV-like (it is not strict, and has some issues), and it encodes various categories (types) using its own simple encoding scheme. You could massage this CSV-like file for import, but if you are going this route, I'll suggest there is a better way.
The best import for LastPass will be the beta or nightly releases of the 1Password desktop app. Eventually the development of that importer will settle and be robust enough to handle everyone's data without issue. Only the 1Password folks will be able to provide definitive guidance here.
