I've reported the translation disparity.

I was thinking you might have been using additional modifiers. Glad to have that cleared up. The only difference I can think of between our systems is I am using the nightly. Come to think of it can you confirm that you granted 1Password access in Accessibility? That might cause trouble with the shortcut. Also, if you have recently enabled the option make sure to quit 1Password and then open it again to allow it to pick up the new permissions.

System Preferences -> Security and Privacy -> Privacy (Tab) - Accessibility - enable 1Password.
