Our developers are currently looking into an issue where password history doesn't appear for certain types of items (such as Email Account items) when a password is changed. I'll add your report to the internal work item that we have open for the issue. I'm sorry for the inconvenience.
In the meantime, you can restore a previous version of the item that contains the old password using 1Password.com (in the browser): View and restore previous versions of items
