Persistent restart to update
I just uninstalled the stable version and installed the 8.10.80 beta. When 1P launches it prompts to restart but the link isn't active. (Later dismisses the message.) About shows this (and restart ...

I'm sorry that you're seeing the same issue. I'd like to ask you to create a diagnostics report from your Windows PC:
Send a diagnostics report (Windows)
Attach the diagnostics to an email message addressed to support@1password.com
