Secure Notes should have a per-note markdown option

it would still be nice if there were such a thing as a note that could be guaranteed to be plain text or markdown

I'll forward on that feedback to our Product team for their consideration and I'll link them to our conversation here.

I don't think a global pref is necessary, but if it existed, it would be "view all markdown as plain text"

That already exists in Settings > General > Format secure notes using Markdown. That's per-app, but global in the sense that it applies to all items, if that's what you mean.
