Thanks for the screenshots KiwiDE.
I was able to reproduce similar behaviour but after changing the zoom (from the settings menu), the window resized properly:
It looks like the behaviour you're experiencing is slightly different. As a next step, could you try uninstalling and reinstalling 1Password to see if that resolves things?
Let me know how that goes - looking forward to hearing from you.

If i change zoom to 80% or 70% content fits, but is quite small. - AliH1P

Hey KiwiDE, thanks for your reply and screenshot. Could you navigate to those Appearance settings again and let me know whether zooming out to 90% restores the settings window to the correct size? You can then set the zoom back to 100% afterwards.
Looking forward to hearing from you.

Did the issue start happening after a recent update?
^^ I think this happened after the last update to 8.10.6
Could you tell me a little more about your monitor setup?
i. Are you using multiple displays?
^^ no, single monitor, 3840x 2160
ii. Do you have display scaling enabled?
^^ yes, 150% in windows , 1Password scaling is 100% (see screenshot)
Does disabling Hardware Acceleration (Settings > Advanced) in 1Password resolve the issue?
Assuming you're able to see the option to toggle that setting.
^^no, disabling and didn't help - AliH1P
