1Password will be told by iOS if the enrolled face (for Face ID) or fingerprints (for Touch ID) have changed, and will always prompt for your account password in those cases, so in the situation you describe, a new face wouldn't work. The device passcode can't unlock 1Password anyway, so we don't need to prompt for the account password in the event that it changes.
