Touch ID option on Mac is grayed out

I saw a discussion about this topic from 2020 that was closed. I am seeing this now 1/5/23. I have had continual problems with Touch ID on my Mac. I can set it up, and it'll work on lock screen. ...

Thanks for the reply.
I followed your instructions exactly. (There are several steps that require my Mac password.)
Touch ID is still grayed out and not available.
