TouchID and Apple Watch checkboxes uncheck themselves

At some point in a recent update, TouchID and Apple Watch were disabled. I cannot reenable them because when I click the checkbox, the app unchecks it. I've seen this referenced in other support threads here, but couldn't reply to them.
