I am in the beginning phases of trying to convert an eWallet text file to a CSV so I can import over 300 cards (and about 2500 lines in the text file) into 1Password (1PW) version 7 per instructions ...

I wonder if your download got corrupted. I just did a fresh download of the zip, double-clicked it in macOS, and it is fine (macOS has a built-in zip / archive extractor, so nothing special is needed). My test was also on an M1 Macbook Pro, btw.
Please re-try the download after clearing your browser cache. You can check that the checksum matches. Place the zip file on your Desktop, and run the command line in the Terminal app:
$ md5 ~/Desktop/mrc-converter-suite-2022-06-16-1410.zip
MD5 (/Users/cappella/Desktop/mrc-converter-suite-2022-06-16-1410.zip) = 9ae74a898e50890f21fc3e89028e3256
If your download was not corrupted, you'll see the same hex-string that I show, which is:
9ae74a898e50890f21fc3e89028e3256
The _checksums folder at the same place you downloaded the converter contains checksum files for the latest .zip archive.
