Let's verify whether or not that's the case: From the 1Password 8 for Windows app, can you select ⋮ > Settings (or Ctrl + Comma) > Privacy > Watchtower and let me know whether you have these settings enabled? If already enabled, does disabling and re-enabling make any difference?
