What minimum files need to backup to have offline access to them
Waht files I have to backup to be able show my passwords on completly offline computer later?
I tried
1. backup 1Password app installer and whole %USERPROFILE%/AppData/Local/1Password folder on e...

Ok so if I understand it correctly, there is no viable way how to access my passwords on freshly installed offline computer.
This is correct, yes. The initial installation of 1Password does require you to connect to our servers so that they can build and populate a local database on your device.
So storing access data to setting up internet connection (or other "offline" passwords - encrypted disks etc.) in 1Password is not good idea :D
Pretty much haha. If you do need to be offline with a device for a period of time, that can often be OK - any items you change or create here will just be isolated to this specific device until you connect to the 1Password.com service again. But as Blake mentioned, manually doing things with the C:\Users\%username%\AppData\Local\1Password\data
(like creating backups) is not a good idea - and 1Password certainly works best when used on a device that can be internet-connected and updated regularly.
