Reading that statement, it also seems to say that we will no longer be able to make a standalone vault that remains locally stored? That seems like a distinct downgrade, unless I am misreading it?

At this point we have stopped selling 1Password licenses. Our Founder, Dave Teare, posted a really informative outline of the reason for changing our support for standalone licenses here: https://1password.community/discussion/comment/601917/#Comment_601917
