Hi Dave,
I have been having this same problem, same symptoms on my Windows10 system (I am in the process of building a Windows 11 rig but still need the Windows 10 one). I don't know if this will help your evaluation of the problem (or if you'll even see this on a 'solved' thread) but one of the solutions I tried was to download the latest version of 1Password, and...
When I launched the installer, a popup told me 1Password was already installed, and gave me the option to Cancel or to Launch 1Password; Launching from that menu actually worked. When 1Pass came up there was message that the update would be applied next time the app was launched, but choosing 'Relaunch Now' went back to the old problem of nothing happening.
So I guess I'm using the downloaded updater as my launcher now? It seems like whatever the difference is between launching from the Updater popup or Launching from the installed version is the root of the problem.
