Browser extension won't work when offline

It's a normal browser window, not a webview window. 1Password autofill icon won't appear. And this only happens on system cold start, after successfully connected to the internet, even if I disconnect the internet (sign out), the autofill still works.

I'm sorry for the delay in replying. So that I can try to reproduce this behaviour, can you tell me the following: 

  1. Are you using a Mac, Windows PC, or something else?
  2. What browser are you using? 
  3. How do you unlock 1Password? Using your account password? Using biometrics?

    Of course. I'm using a Windows 11 PC with latest Chrome browser. I've enabled Windows Hello PIN  unlocking, but seems like account password method isn't working too. It just never show up.
