I'm sorry that you ran into an issue setting the number of characters when generating a password using the online password generator. This is a known issue in our developer's backlog and I've added your report to the internal work item for the issue.
For the time being I recommend using the horizontal slider rather than entering the characters in manually when using the password generator on our website. Alternatively, you can use the password generator in 1Password browser extension or desktop app which uses a different code base that doesn't have the same issue.
